Flag Football Rules

!!! No Violent Conduct !!!

Any fighting, intentional action trying to hurt anyone, throwing a punch without hitting someone, or spitting on another player or official will result in an ejection and the offending player being banned from the Dome for 1 calendar year. Violent conduct will not be tolerated.

  1. The league will use Flag Football Federation Rules Book. Any changes to the rules will be listed below.

  2. Game Times : Games will consist of (2) 25 minute halves. The clock will sound to signal the last minute of the 1st half and the last 2 minutes of the 2nd half. The Refs will keep this time on their watch. No grace period will be given. Teams must have 5 players to make the game legal. Teams will be assessed a 7 point penalty for every 5 minutes of game time started late.

  3. Tie Games: A coin toss will give winner a choice of offense or defense to start. Each team will get a set of 4 downs from the 10 yard line. After a touchdown a team may go for 1 or 2 points. An interception returned for a touchdown will result in a touchdown and a win for the scoring team. After each round if the score is still tied you reverse the order of possession and start again. Key Penalties… pass interference, roughing the passer, and any personal foul will result in the yardage being stepped off and a new set of 4 downs.

  4. There are no onside kicks. If the kick goes out of bounds the receiving team may have the ball at the point where the ball went out or rekick with a 5 yard penalty.

  5. If a kick off or any other ball is muffed or fumbled, the ball is dead at that point. This also includes the snap from center on offensive plays or punts. (One bounce the play will continue)

  6. Time Outs: Each team is entitled to 3 time-outs per game. A time-out requested by the field captain shall not exceed 1 minute. After a team's 3 time-outs have been used, subsequent requests by its field captain may be allowed only for the benefit of a designated injured player who must leave the game for at least one scrimmage down.

  7. A (30) second clock will be used for all plays to take place from referee's whistle to the snap of the ball.

  8. Inadvertent Whistle: When a player is in possession, the team may choose to accept the play at that point or choose to replay the down. If the ball is loose and before hitting the ground the down is replayed.

  9. Motion: All offensive players may be in motion at all times with the exception of the center, the man on his right, & the man on his left. These 3 are ineligible & may not move until the ball is snapped.

  10. Kicking: The punter cannot be rushed. Offensive team and three defensive players cannot release until the ball is kicked. A 5 second limit to kick the ball away or a delay of game penalty.

  11. One foot must be inbounds on the sidelines and in the end zone.

  12. Extra Points: A 1 point conversion from the three yard line, and a 2 point conversion from the 6 yard line will be used after a touchdown. Team captain will notify the officials of their decision. (1 or 2)

  13. Half time breaks will be 2 minutes.

Penalties

5 Yard Penalties

  • Off sides: Any player offensive or defensive who is in the neutral zone before the snap is off sides.

10 Yard Penalties

  • Defensive player is allowed one hit on the offensive player within a five yard zone from the line of scrimmage. Result of play or 10 yard penalty from the previous spot.

  • A runner cannot leave his feet. Result… The ball is dead at that spot and a 10 yard penalty from that spot.

  • Blocking: No blocking below the waist or above the shoulders. Penalty… 10 yards. Hands must be straight out , no blocking above the shoulders or under the chin or face area.

  • Tackling: Penalty… 10 yards from the spot of the foul. If a player is going in for a touchdown and is tackled, preventing the score, the officials will rule a touchdown.

10 yard penalties and automatic 1st down

  • Holding: Penalty, result of the play or ten yards from the spot of the hold if by the offense. Defensive holding will give the result of the play or a 10 yard penalty from the previous spot and a first down.

  • Pass Interference: Penalty… The result of the play or a 10 yard penalty from the previous spot & a 1st down.
